The CLEVER project develops a reliable, robust and harmonised methodology for calculating emission factors for energy carriers used in transport across their full energy lifecycle, from well-to-wake.
The project is closely linked to the CountEmissionEU Regulation, which establishes a common European method for calculating and reporting greenhouse gas emissions from freight and passenger transport services. CLEVER develops the methodology that will be used to calculate the emission factor values feeding future CountEmissionEU databases.
By addressing gaps and inconsistencies in existing approaches, CLEVER aims to improve the accuracy, transparency and reliability of transport emissions calculations, supporting better decision-making for both businesses and policymakers working towards decarbonisation.
Reliable emissions calculations are becoming increasingly important as the logistics sector faces growing regulatory requirements and sustainability commitments. The methodology developed by CLEVER provides a scientific basis for more transparent emissions reporting and certification across all transport modes.
Objectives
Develop a methodology for calculating emission factors for all transport modes.
Cover both conventional and emerging fuels and energy carriers.
Assess emissions across the full energy lifecycle using a well-to-wake approach.
Integrate scientific advances and existing best practices into a future-proof framework.
Support future implementation of CountEmissionEU.

Unlike demonstration projects, CLEVER does not focus on physical pilots or technology demonstrations. The project's validation is based on scientific assessment, stakeholder engagement, expert consultation and methodology development.
The methodology is developed through:
Review of existing emission factor methodologies and values.
Integration of scientific advancements.
Global expert involvement through co-design, co-creation and co-assessment activities.
Full well-to-wake approach
The methodology assesses emissions over the full energy lifecycle of fuels and energy carriers used in transportation.

CLEVER is developing a transparent and scientifically robust methodology for calculating emission factors across transport modes and fuel pathways.
Support for CountEmissionEU
CLEVER provides the technical foundation required for future CountEmissionEU emission factor databases and implementation.
CLEVER Repository
The project is developing a knowledge repository containing scientific state-of-the-art information, relevant initiatives and regulatory developments related to emission factors used in transport.
Market adoption roadmap
CLEVER will develop an adoption roadmap supporting long-term use and uptake of project results after project completion.
ALICE participates in CLEVER to support the transition towards net-zero logistics and ensure that logistics perspectives are reflected throughout the development of the methodology.
